Bought off of eBay as a "for parts" GPU. I asked the eBay seller what was wrong with the GPU and he explained that I would no post a display. When tested, did not find any issues or problems even after testing. Assuming this would be a case that the original seller had a problem with another part of his setup.

Resistance testing was done with no problems are issues found. New thermal paste was added as well as a clean. Tested soon after with no problems to come up. Display appears on screen, drivers installed, then stress testing was done. No issues found at any point. Current testing proves this GPU is fully functional.
