The Gpu causing screen flickering

The funny thing is you can load into Bios without any screen flickering but the moment you boot into windows the screen starts to flicker

I doubt it’s a overheating problem through

I tested the gpu on three separate pcs all with different parts

I have not tear apart the gpu in any way Maybe RMA??? I’m not the original owner brought it used off of FB Marketplace. I even tested the gpu before paying but didn’t see the screen flicking problem was to lazy to actually connect it to a screen
