This is a weird one. You did not read that wrong - this is a 980Ti on a Titan X PCB and 12GB of VRAM (twice a normal 980Ti), all under an EVGA 980Ti Superclocked+ cooler. Hence the nickname 980Titan.
This card is pretty beat up physically, see the images, but it does work. No special drivers or any special consideration is required - it acts as a normal 980Ti, just with twice the VRAM.
This card was professionally modified by Thermetery Technology in some of the same facilities used by major GPU AIBs. I can confidently say it was done correctly, with unleaded solder, without massively degrading the core, etc etc.
This is much more of a novelty than actually useful in any way, but if you're into that...
